中文摘要 我国林业科技进步的总体水平较低，成为制约林业可持续发展的1个重大因素。应当意识到向林业科研与开发投资是1种能产生高利润的行为。一是需要建立合理的投入及使用机制，特别是应当加大国家投入并鼓励企业积极投资、区分公益研究和私人投资研究领域、避免低水平研究的重复投资；二是必须确定优先研究项目，加强政策和管理技术方面的研究，关键是如何提高科技成果转化率，并处理好3大关系：传统知识的继承与高新技术开发的关系，基础、应用研究与科技开发的关系，短期研究与中、长期研究的关系。三是必须精简现有的各级研究机构并系统地划分它们的性质；四是科技人员的结构和素质需要进一步优化，精简和稳定科技队伍。

英文摘要 As a developing country, China's science and technology of forestry is under developed, which has become one of the most important factors inhabiting the country's sustainable forestry. Strategies for forestry researches were given in this paper, with special reference to the four issues as follows: a) reasonable financial input and its effective use, b) determination of priority research projects, c) construction and function orientation of institutions, and d) optimism of structure and quality of researchers.
