中文摘要 浙江临安笋、竹加工业在促进农民就近和就便就业、提升农民生计能力、推进乡村振兴中发挥着举足轻重的作用，但随着国内外市场需求结构、宏观经济政策、国际政治局势等的变化，该产业呈现出一些新问题，急需破解资源性、结构性和市场性等诸多矛盾。文章在对临安竹产业发展现状调研的基础上，分析了笋竹产业存在的问题，即笋竹产品市场空间有待拓展、产业链条扁平化使得利润空间不断减小、笋竹加工业缺乏带动力、周边地区原材料与人力成本具有较强的竞争优势、环保政策压力大等；针对临安笋竹产业存在的问题，提出了解决对策，即政府部门做好统筹规划，引导笋竹加工业转型升级，加大产业服务投入，推动竹产业走上“以二促一带三”的可持续发展之路。

英文摘要 The bamboo shoot and culm processing industry in Lin'an District of Hangzhou City in Zhejiang Province plays a crucial role in increasing farmers' employment, improving livelihood capabilities and promoting rural revitalization. However, influenced by the changes in domestic and international market demand, macroeconomic policies, and international political situations, this industry is facing new challenges and the resource, structural, and market conflicts that need to be tackled with. Based on the investigation on the current development of the bamboo industry in Lin'an, this paper analyzes the problems arising in the bamboo shoot and culm industry, including limited market for bamboo shoot and culm products, diminishing profit margins due to the flattening development of the industry chain, the lack of driving forces, poor competition advantages in raw material and labor, and pressures from environmental policies. To address the problems, the paper proposes solutions and strategies which include developing comprehensive government planning, directing the bamboo shoot and culm processing industry towards transformation and upgrading, increasing investment in industry services, and promoting the sustainable development of the industry against the principle of “facilitating the secondary industry to drive the primary industry and stimulate the tertiary industry”.
