中文摘要 自然资源统一确权登记是贯彻国家生态文明建设决策部署的重大举措。为加快推进自然资源确权登记法治化、规范化、标准化和信息化，进一步明确自然资源确权登记的技术标准和操作要求，依据相关法律法规和自然资源部有关文件要求，开展了山东昆嵛山国家级自然保护区自然资源确权登记。文中阐述了在开展自然保护地自然资源统一确权登记中权属争议调处、基础数据库建立和登记审核等方面的实践操作方法。在地籍调查权属状况核实中，开展权属争议调处，调处了国有林场与集体土地存在的57条权属边界不清的问题，产权进一步明晰。对自然资源统一确权登记中自然保护地界线划定、自然保护地和水流登记单元重叠、登记簿关联信息时效性优化等进行了探讨。本研究对于自然保护区自然资源统一确权登记以及自然资源产权制度改革和资源化利用具有参考意义。

英文摘要 Uniform registration of natural resources title is a major measure to implement and deploy the decisions about the national ecological civilization development. In order to accelerate the process of legalization, normalization, standardization and informatization of natural resources title registration and further clarify the technical standards and operational requirements of the registration, the natural resources at National Nature Reserve of Kunyu Mountain in Shandong Province have been titled and registered in accordance with relevant laws, regulations and relevant decrees issued by the Ministry of Natural Resources. This paper expounds the practices in the mediation of ownership disputes, database setup and registration review for the unified natural resources title registration in the nature reserve. In the process of the ownership verification through cadastral survey, 57 cases of land boundaries disputes between state-owned forest farms and the collectives have been mediated, and the property rights are further clarified and confirmed. The paper discusses the issues such as the delimitation of nature reserves' boundaries, the overlapping registration of natural reserves and rivers, and the timely optimization of related information kept in the register. This study has reference value for the unified title registration of natural resources in nature reserves, the reform of the property right system of natural resources and the optimal utilization of resources.
