科学合理的评价体系是规划高校应急避难空间的重要前提和基础,有助于充分发挥应急避难空间的功能。以福建农林大学9个可用于应急避难的空间为例,利用层次分析法(AHP法)建立以环境安全、空间有效性、交通系统、功能设施为准则层,场地选址等13个因子为指标层的评价模型。通过德尔菲法(Delphi法)结合现场探查评分,确定因子之间的权重关系和得分。结果表明:1)福建农林大学应急避难场所适宜性得分在良(6 < X ≤ 8)的有3处;2)得分在中(2 < X ≤ 6)的有6处。据此提出增设植物缓冲带,增加交通引导指示牌,提高边界开放性等优化策略。该研究为今后科学系统地进行高校应急避难空间建设提供参考依据。

The scientific and reasonable evaluation system is an important prerequisite and foundation for planning the emergency refuge space in colleges and universities, which can help maximize function of this space. Taking 9 spaces that can be used for emergency refuge in Fujian Agriculture and Forestry University as the example, the paper adopted the AHP method to set up an evaluation model consisting of the criteria including environmental security (B1), space availability (B2), transportation system (B3), function facilities (B4) and the 13 indicators including site location (C1), plant disaster prevention ability (C3). The weighted relationship between the factors was determined by the combination of Delphi, and the final weight score was obtained by the field probe. The results showed that:1) There were three emergency refuge spaces selected in Fujian Agriculture and Forestry University that scored good (6 < X ≤ 8); 2) There are 6 sites scored as the middle level (2 < X ≤ 6). This paper puts forward 3 optimization strategies based on the research results, including setup of plant buffer belt, setup of more traffic guidance sign, and more open area along boundaries. The study provides a reference for the future science-based and systematic construction of emergency refuge space in colleges and universities.
