近年来,随着我国绿色发展、生态优先战略的实施,森林覆盖率持续提高,森林生态功能不断增强,构建市场化、多元化的森林生态补偿体系势在必行。文中以澳大利亚为例,总结其多元化、均衡的森林生态补偿体系,重点介绍其市场化的森林生态效益补偿机制——减排基金和生物多样性信托基金,并提出完善我国森林生态补偿机制和评价与监督体系的启示。

In recent years, it is imperative to establish a market-based and diverse forest ecological compensation system as the forest coverage has increased and the forest ecological functions strengthened as the result of the implementation of green development and eco-environment prioritization strategies. The paper summarizes the diversified and balanced forest ecological compensation system in Australia, and introduces the two market-based forest ecological compensation mechanisms, i.e., the Emissions Reduction Fund and the Biodiversity Conservation Trust. Finally, it concludes the enlightenment for China to improve the forest ecological compensation mechanism.
