中文摘要 国际标准作为国际贸易的“通用语言”，在提升国际贸易效率、降低合作成本、应对全球性紧急事件等方面发挥着重要作用。中国成功筹建国际标准化组织竹藤技术委员会(ISO/TC 296)，巩固了中国在该领域的领先地位，促进了全球竹藤产业的可持续和规范化发展。文章回顾了ISO/TC 296筹建的前期准备工作和筹建过程中的应对措施，总结了筹建的成功经验，并从做好顶层设计、前期充分准备、强化沟通宣传、积极有效应对等方面为林草领域申请筹建新的ISO技术委员会提出了建议。

英文摘要 International standards, as a “universal language” in international trade, play an important role in improving the efficiency of international trade, reducing cooperation costs, and responding to global emergencies. China successfully established the International Organization for Standardization's Technical Committee on Bamboo and Rattan (ISO/TC 296), consolidating China's leading position in this field and promoting sustainable and standardized development of the global bamboo and rattan industry. This paper reviews the preparation process of ISO/TC 296 and the corresponding measures during the process, and summarizes the successful experience in ISO/TC 296 establishment. Suggestions are proposed for applying for the establishment of new ISO technical committees in the fields of forestry and grassland from the aspects of top-level design, sufficient preparation in the early stage, strengthened communication and outreach, and positive and effective response.
