中文摘要 围绕新时代林草标准化如何高质量发展这一问题,文中首次提出了指导新时代林草标准化工作的五大理念,即创新、系统、务实、开放、绿色;构建了以理论体系、组织体系、技术体系、制度体系为主要内容的林草标准化体系架构;建立了“科技—标准”“标准—实践”2个互动机制;明确了到2035年“两步走”的发展目标,为高质量推进新时代林草标准化工作设计了科学方案。

英文摘要 Centered on the important issue of how to achieve high-quality development based on forestry/grassland related standards in the new era. This paper proposes for the first time the important concepts guiding the standard development for forestry and grassland sectors in the new era, i.e., innovation, systematization, pragmatism, openness and greenness. A framework of standardization system for forestry/grassland is constructed, oriented with theoretical system, organizational system, technology system and institutional system, and two important interactive mechanisms are established, including Science & Technology-Standard and Standard-Practice. The paper clarifies the two-step development goal by 2035 and designs a science-based plan to advance high-quality development of forestry/grassland related standards in the new era.
