中文摘要 德国森林生态保护财政支持政策历史悠久、制度完备，并取得了显著成效。巴登—符腾堡州森林划分合理，管理手段科学，经营体系规范，森林覆盖率历年保持稳定，具有典型性。文中梳理其森林生态保护等级制度以及财政支持政策，同时分析我国公益林生态补偿现状及存在问题，旨在为制定我国公益林生态补偿方案提供借鉴。

英文摘要 Germany has a long history to implement the fiscal support policies for forest protection, and owns a sound mechanism and system in this terms, both of which has achieved remarkable results. The forests in Baden-Württemberg are reasonably classified and scientifically managed under regulated management system. As a result, its forest coverage rate has remained stable. All these make the forest management system typical here. The paper reviewed the hierarchy system and the fiscal support policies for forest protection in the German state, and also analyzed the current situation and existing problems of ecological compensation for public welfare forest in China, which was aimed at providing references and enlightenment for China's public welfare forest ecological compensation.
