中文摘要 在环境问题日益严峻的背景下,国际社会高度重视生态综合治理,不少国家和机构在实践中推动了生态综合治理理论的发展。随着山水林田湖草综合治理理念的提出,我国进入生态系统综合治理阶段。文中介绍了国际上关于生态系统综合治理的理论,归纳概括了美国、英国、日本和法国通过推行生态综合治理实现生态、经济和社会协同发展的实践案例;在此基础上,总结分析国外生态系统综合治理经验和发展趋势,提出对我国的启示,即生态系统综合治理应重视治理理念和模式的创新、以问题为导向突出治理重点、形成系统集成的生态治理体系、促进社会力量的充分参与,以期推动我国山水林田湖草沙系统治理。

英文摘要 In the context of eco-environment deterioration, the international community has attached great importance to integrated governance of ecosystems, and a range of countries and international, regional and sub-regional organizations have contributed to the theoretic development of integrated ecosystem governance based on their practices. After putting forth the concept of holistic governance of mountains, waters, forests, farmlands, lakes and grasslands, China has ushered into the stage of integrated ecosystem governance. The paper briefs the international theoretic development of integrated ecosystem governance, summarizes the cases that the USA, the UK, Japan and France adopt integrated approaches to achieving the synergy development of ecological, economic and social dimensions, and concludes the international mode and trends in integrated ecosystem governance. It is proposed that the integrated governance of ecosystems should highlight innovation in concept and modes, identify the significant governance issues based on problem analysis, build the integrated, systematic and coordinated ecosystem improvement regime, and encourage the participation of all parts in society, with an aim to provide references for the holistic governance of mountains, waters, forests, farmlands, lakes, grasslands and deserts in China.
