中文摘要 国有林是生态文明建设的重要载体,为公众提供优质的林产品和生态服务。国有林场是我国国有林业的经营主体,国有林场的经营管理水平决定了国有林能否高质量发展以及可持续发展。文中总结美国、欧洲国有林管理机构与管理模式,概括和梳理我国国有林场经营现状,剖析我国国有林场经营优势与面临的挑战;在此基础上,提出我国国有林场科学经营水平提升的措施,包括科学编制森林经营方案、拓宽研发资金渠道、提升科技创新能力、创新基层人才激励机制。

英文摘要 State-owned forest is an important carrier of ecological civilization, providing quality forest products and ecological services for the public. State-owned forest farms are the main implementer of state-owned forestry industry in China. The management level of state-owned forest farm determines whether the state-owned forests can achieve high quality and sustainable development. This paper reviews the management institutions and management modes of state-owned forests in the United States and Europe, summarizes the status and typical cases of the state-owned forest farm management in China, and analyzes the advantages and challenges rising in the management. Based on the analysis, it proposes the measures to improve the science-based management level of state-owned forest farms in China, i.e., formulating forest management plans scientifically, expanding the funding sources for research and development, enhancing scientific and technological innovation ability, and innovating the incentive mechanism for grassroots talents.
