中文摘要 在天然林保护领域引入政府和社会资本合作（PPP），有利于充分发挥天然林资源的生态服务功能，实现森林生态产品供求有机链接，促进政府公共投资引导优势与社会资本资源开发技术优势以及市场发现优势正向互补。相比其他领域，目前尚未检索到天然林保护PPP的理论研究文献。文中对国内外相关理论研究和实践经验进行总结，分析我国天然林保护PPP的可行性与必要性，设计包括盈利模式、机制体系、具体型式和载体的天然林保护PPP治理框架，并给出相应的对策建议，以期推动我国天然林保护PPP的有效运转，为社会提供优质高效的森林生态产品和服务。

英文摘要 The introduction of public and private partnership (PPP) into the field of natural forest protection is conducive to giving full play to ecosystem service and function of natural forest resources, so as to realize the organic connection between the supply and demand of forest ecological products, and promote the complementary advantages of the guiding function of government public investment, the technology of social capital resources development, and market discovering. Compared with the PPPs in other fields, there is no literature about the PPP for natural forest protection in China. This paper summarizes the relevant theoretical research and practical experiences at home and abroad, and analyzes the feasibility and necessity of natural forest protection PPP in China. The nature forest protection PPP governance framework is designed, including profit-earning model, mechanism system, specific types and carriers, and corresponding countermeasures and suggestions are proposed, with the expectation to promote the effective operation of the PPP for natural forest protection so as to provide the public with quality and efficient forest ecological products and services.
