文章以武汉市为例,由生态系统服务——碳汇的供需分析出发,基于碳氧平衡法剖析生态用地供需水平,从供需水平及变化特征-总量与分区均衡关系-调控策略3个层面探讨城市生态控制区优化调控策略,以期为低碳规划与生态控制线实施深化提供参考。结果表明:碳汇供给区年平均碳平衡贡献度约为15.23%,供给区内各类生态用地之间呈中低频度的相互转化,林地、耕地的碳汇能力较强;2020年市域碳汇需求量为1458.21万t,因此,除研究区碳汇效能提升之外,要实现相对碳平衡首先应探索区域系统的层级责任体系问题。

The paper analyzes the supply-demand level of ecological land in Wuhan based on carbon-oxygen balance method from the perspective of supply-demand analysis of carbon sequestration, one of ecosystem services, and discusses the strategies to optimize and regulate urban ecological control areas at three levels from supply-demand level and its variation features, balance relationship between total and zonal carbon sequestration, and regulation strategies, to provide references for low-carbon planning and the implementation of ecological control line. The results show that the annual average carbon balance contribution in the carbon sequestration supply area is about 15.23%, and there is a mutual transformation of low and medium frequency among all kinds of ecological land in the supply area. The carbon sequestration capacity of forest land and cultivated land is stronger than the others. By 2020, the demand for carbon sequestration will be 14.58 million t. Therefore, in addition to the enhancement of carbon sink sequestration in the study area,to achieve relative carbon balance, we should first explore the hierarchical responsibility system of regional carbon sequestration system.
