中文摘要 湖南省于2023年11月出台了《关于加快竹产业高质量发展的意见》(简称《意见》),旨在加快推动湖南竹产业高质量发展,迈上千亿竹产业发展新台阶,助力实施乡村振兴和碳达峰碳中和等重大战略。《意见》提出优化发展布局、构建现代化产业体系、支持基础设施建设、提升自主创新能力、增强用地保障、培育龙头企业、促进竹产业与竹文化深度融合、加强品牌塑造、推广应用竹产品、加大财税金融支持、强化保障等支持措施,力争到2028年实现以下发展目标:全省竹林面积稳定在121.67万hm²左右,规模以上竹产业龙头企业150家,年产值15亿元以上示范园区10个,年产值100亿元以上示范县3~5个,年竹文旅3 000万人次,竹农人均竹业年收入2 000元以上,研发推广3~5个竹基新材料,打造具有国内较好知名度的潇湘竹品公用品牌,竹产业年产值达1 000亿元。文章结合湖南竹产业发展现状,从《意见》出台的意义、主要内容等方面对《意见》进行解读,以助推《意见》的贯彻落实。

英文摘要 In November 2023, Hunan province issued the Opinions on Accelerating High Quality Development of the Bamboo Industry (hereinafter referred to as the Opinions), aiming to accelerate the high-quality development of the bamboo industry in Hunan, boost the bamboo industry onto a higher stage with the outputs of 100 billion yuan, and facilitate the implementation of major strategies such as rural revitalization and dual carbon goals. The Opinions proposes 11 supporting measures, i.e., optimizing development layout, building a modern industrial system, supporting infrastructure construction, improving independent capabilities for innovation, assuring land use, cultivating leading enterprises, promoting in-depth integration of bamboo industry and bamboo culture, strengthening brand building, promoting the application of bamboo products, increasing financial and tax support, and strengthening guarantees. These measures will be implemented to achieve the proposed development goals by 2028, including the provincial bamboo forest area stabilized at around 1.22 million ha, 150 leading enterprises above designated size cultivated, 10 demonstration zones with an annual output at over 1.5 billion yuan set up, 3-5 demonstration counties with an annual output at over 10 billion yuan built, annually 30 million visitors received for bamboo cultural tourism, per capita annual income at over 2000 yuan for bamboo farmers, 3-5 new bamboo-based materials developed and extended, the brand of Xiaoxiang Bamboo Products created and well-known nationwide, and the bamboo industry with the annual output value at 100 billion yuan developed. In view of the development condition of bamboo industry in Hunan, the paper interprets the significance and main contents of the Opinions in order to promote its implementation.
