中文摘要 本文对当前中国林业技术创新中最突出的实质性问题进行了综合研究,旨在为构建中国林业技术创新战略框架奠定坚实的理论基础,提供可靠的科学依据.作者根据国情和林情,以较宽的学术视野,重新思考和分析了中国林业技术创新的实质;通过广泛借鉴当代新制度经济学、公共选择理论和理性选择社会学研究的最新成果以及发达国家技术创新和新兴工业化国家实现“技术-经济追赶”的成功经验,揭示了当前处于社会转型期的中国林业技术创新需要中国林业企业制度创新予以支撑和促进的重要性和迫切性,进而提出了以中国林业企业制度创新与技术创新良性互动机制为基础的当前中国林业技术创新首要战略的6条构想,并相应地提出了有关具体建议.

英文摘要 By analysing the present developmental status of China and its forestry,reviewing the theories of technology innovation(TI),comparing the theories between TI and enterprise system innovation(ESI),selecting some proper developmental approaches,and drawing on some successful experience of the developed countries and newly-industrialized ones,the most conspicuous TI problems in the forestry of China(FOC) at present were comprehensively and int ensively studied in this paper in order to lay solid theoretical foundations and provide reliable scientific bases for the chief TI strategies of China's forestry.With a wide academic field of vision,the author reconsidered and reexamined the essence of the TI practice in FOC based on the present developmental status of the nation and profession.Borrowing some new theories from modern new system economics,public selection theories,and rational selection sociology successful TI experience from developed countries and the experience in techno-economical catching-up of the newly industrialized countries like Japan and South Korea,it was evidently revealed that the current TI practice of Chinacs forestry in a period of social transformation needed urgently to be supported and improved by the ESI.Consequently,six chief TI strategies for Chinacs forestry at present were advanced on the basis of forestry ESI-TI mutual improvem ent mechanism,and accordingly some concrete suggestions were made as well.
