中文摘要 我国水源地保护普遍存在保护与发展的矛盾,而生态补偿被视为缓解这一矛盾的重要路径。无论是输血型补偿还是造血型补偿,均存在有效性边界。文中以黄浦江上游水源地为例进行研究,发现无论输血型补偿还是造血型补偿均不能有效解决水源地保护与当地社会经济发展需求之间的矛盾,水源地的社会经济活动强度是影响生态补偿有效性的关键要素。提出有效的生态补偿机制应当以整体降低水源地的社会经济活动强度为导向,结合城市化进程,不断降低区域的人口密度,激励土地利用从高强度向低强度方式转变。

英文摘要 Drinking water source land protection often faces the confliction between environmental protection and economic development in China, and ecological compensation are widely regarded as one of the solutions. However, whethergovernment-led compensation or market-based compensation has clear boundaries of effectiveness. Taking the upstream Huangpu River as an example, the paper studied the ecological compensation mechanisms and found that neither the government-led compensation nor the market-based compensation can resolve the conflicts between local development demands and water source land protection, and that the intensity of social and economic activities is the key factor to influence the effectiveness of ecological compensation. Thus an efficient eco-compensation mechanism should be capable of scaling down the population density and promoting the shift from high-intensify to low-intensity land use with the focus on decreasing the intensity of social and economic activities in water source land and with the consideration of urbanization process.
